The Chargé in Iran (Ford) to the Secretary of State

577. Petroleum concession negotiations have reached point at which I believe it imperative that American companies send representatives from highest executive level to complete presentation of bids, if an American firm is to get concession. Representatives should be empowered to make decisions on spot without reference to home office.

May I urge upon Department utmost necessity of prevailing upon companies to get their men to Tehran without delay. Competent authorities state prospects of proposed concession area have no equal in Middle East, but to gain this rich prize for American interests will require quick action, including granting of number one air priorities for top caliber negotiators with full powers.

I am reliably informed that one bid or another will be accepted by Cabinet and presented to Majlis for approval by September 1.
