552. Dept has informed Iranian Minister32 that this Government is agreeable to extension of agreement covering Schwarzkopf Mission for period of one year effective October 2, 1944, provided the authority given the President for detail of such officers remains in effect for that period. Please inform Iranian Government.
In reply to point raised in urtel 630 August 18 you may assure Schwarzkopf of the permanent nature of our interest in Iran along lines given in Dept’s 462 July 31.33 You may say that Dept will lend its support to continuance of Gendarmerie Mission until it has accomplished its task or until it becomes clear that its presence in Iran will no longer contribute to furtherance of American interests. However it should be made clear that Mission’s continuance on present military basis is limited by legislation. Dept will at appropriate time use its best endeavors with War to obtain amendment of this limiting legislation or if that is not possible will recommend continuance of Mission on civilian basis.
