470. Although there is yet no clear sign that Medjliss or Cabinet is yielding, Millspaugh feels situation appears more favorable and that chances seem good for continuance of mission on effective working basis. Since Prime Minister declined to accept his resignation, he and rest of mission are still working.
Millspaugh says, however, there are indications that Saed is waiting to see what Ebtehaj may accomplish in talking to Department. He fears anything said by Department implying indifference to Millspaugh resignation or desire for rest of mission to stay on without him would seriously weaken his position at this juncture. He points out that Ebtehaj has become leading opponent of mission and might exaggerate or distort Department’s remarks in reporting to Prime Minister.
