460. In view of fact that Department’s 386 June 24 arrived after subordinate members of Financial Mission had submitted their resignations to Millspaugh and at urgent behest of Millspaugh, Black and Pixley to whom the message was shown, I have not delivered the Department’s message to other members of the mission. These three men all believe that mission’s present improved position might be seriously compromised by splitting its ranks at present time when unanimity of action is highly desirable if mission is to remain as a useful and efficient unit.
