The Chargé in Iran (Ford) to the Secretary of State

422. I wish to warn Department that Ebtehaj has turned violently against Millspaugh and open warfare has broken out between the two men. Speaking before Tehran Chamber of Commerce few days ago, Ebtehaj said: “Five days after I reach Washington, Millspaugh will be removed.”10
