The Chargé in Iran (Ford) to the Secretary of State

422. I wish to warn Department that Ebtehaj has turned violently against Millspaugh and open warfare has broken out between the two men. Speaking before Tehran Chamber of Commerce few days ago, Ebtehaj said: “Five days after I reach Washington, Millspaugh will be removed.”10

My letter June 9 to George Allen11 gives details of Ebtehaj’s attitude.

  1. Abol Hassan Ebtehaj had been appointed Chairman of the Iranian delegation to the United Nations Monetary and Financial Conference to be held at Bretton Woods, New Hampshire, July 1–July 22, 1944; for correspondence regarding this Conference, see vol. ii .
  2. Chief of the Division of Middle Eastern Affairs.
