325. Your 351, May 19. The note given in Department’s 303, May 17 is designed as a preventative measure to forestall a crisis rather than to meet one which may arise. Furthermore, the events which have already occurred fully justify representations to the Iranian Government. Unless you perceive strong objections, you should take an early occasion to deliver the note.

As regards Dr. Millspaugh’s requested amendment, the Legation is on strong grounds when making representations on the general subject of the advisory program but should hesitate to press the [Page 407] Iranians on specific details either as regards the powers of the advisors or the individuals concerned.

The question of possible representations by the President to the Shah is under consideration.
