The Secretary of State to the British Ambassador (Halifax)
The Secretary of State presents his compliments to His Excellency the British Ambassador and has the honor, with reference to Aide-Mémoire 131/8/44 of January 31, 1944, to inform the Ambassador that the American Chargé d’Affaires at Tehran has been instructed by telegraph to lend his support, in concert with his British and Soviet colleagues and the military authorities, in effecting the early conclusion of the railway agreement.
