The Ambassador in the Soviet Union (Harriman) to the Secretary of State

2070. Refer Tehran’s 370, May 24, 6 p.m. The British Ambassador has furnished me with a copy of his note to Molotov74 dated May 7 concerning the closer coordination of Allied economic policy in Iran and the Soviet reply thereto dated May 31. I note that the British communication states in part: “My Government also shares the view expressed by Mr. Stettinius that all possible support should be given to Dr. Millspaugh”. In reply to this statement the Soviet note states as follows: “As regards the furnishing of all possible support to Dr. Millspaugh’s activities the Soviet Government does not quite understand the motives connecting this question with that of the desirability of closer contact between the Ambassadors of the Allied Powers in Iran, inasmuch as Dr. Millspaugh is, as far as we know, in Iranian service”.
