3446. Deles 36. From the Under Secretary. I discussed the question of Iran yesterday with Eden and the Soviet Ambassador, on the lines indicated in Deles number 22, April 19, after Murray and Sir Maurice had paved the way by a similar talk with the Counselor of the Soviet Embassy. The Soviet reaction was favorable in both instances and the Ambassador is telegraphing Moscow as requested.

I suggest that appropriate instructions be sent to Ford without delay and that Moscow be informed of these developments.65 The British are telegraphing their representatives at Tehran and Moscow today. [Stettinius.]
