The Ambassador in Italy (Kirk) to the Secretary of State

1740. Re my 1699 December 11. Broad51 stated this evening that Macmillan has received instructions from Churchill to remain in Athens to work out a solution for the Greek problem. He stated that Papandreou was through and Churchill now wished Macmillan to devote his efforts to making Damaskinos, Archbishop of Athens, Prime Minister.

I am informed that Field Marshal Alexander is considering possibility of arriving at a compromise settlement in Greece on some “face saving proposal” based on a complete disarmament of all groups both left and right after which an immediate election would be held under supervision of British with American “observers” to see that justice and fairness is accorded everyone. This idea is still in preliminary phase but Alexander’s advisers are asking him to present it to Prime Minister in order that latter may take it up with President.
