6789. American Interests—China. Financial relief. Foreign Office note October 7 states Fontanel reports he believes single supplementary relief payment to non-interned in occupied China for purchase warm clothing and fuel indispensable. Swiss Consulate judges at least 13,000,000 CRB dollars necessary for this purpose. Foreign Office inquires whether such action meets Department’s approval.13
