3484. For Bucknell, reference Embassy’s despatch No. 14, 940, April 8, 1944.18 We have concluded that it would be unwise to press the Soviet Government further with regard to membership on the London Propaganda Coordinating Committee. In commenting upon Ambassador Harriman’s several inquiries regarding the Soviet Government’s attitude towards the parallel American and British invitations to join the Committee, the Soviet authorities have indicated that they regard the situation as very complex, requiring much study and fraught with many obstacles. We are of the opinion that we have done as much as we reasonably should in extending the invitation. The door is open to the Soviet Government whenever it wishes to avail itself of the Committee’s facilities.
