Department’s 312, February 16, 4 p.m.14 In conversation with Vyshinski15 on March 21st I referred to the participation of the Soviet Government on the London Propaganda Committee concerning which I had written to Molotov16 on February 26 and inquired whether the Foreign Office had made any decision in the premises. Vyshinski stated that the subject was complicated in substance and in its technical aspects. However, he indicated that a reply to my note would be sent to the Embassy in the near future.
