The Ambassador in the United Kingdom (Winant) to the Secretary of State

1264. Sir Orme Sargent states that instructions along the lines of paragraph 7 of his letter of February 11 are being sent to the British Ambassador, Moscow. He assumed that the American Ambassador will receive similar instructions from the Department13 (this refers to the Department’s 1120, February 14, 2 p.m.).
- On February 16, 1944, the Department notified Ambassador Winant in telegram 1176, 8 p.m., as follows: “Harriman instructed.” (740.0011 LCC/16) Ambassador Harriman’s instructions were sent in telegram 312, February 16, to Moscow (740.0011 LCC/16a).↩
