The First Secretary of the British Embassy (Gore-Booth) to the Legal Adviser (Hackworth)

Dear Mr. Hackworth: With reference to the meeting which took place in your office on July 7th at which was discussed the draft of a directive to Military commanders in the field on the subject of treatment of war criminals, I am glad to inform you that we have now heard from the Foreign Office that they approve the draft which we agreed on that occasion.

I am sending you two extra copies of this letter for your convenience in informing the War and Navy Departments.

This Embassy is also communicating with the British Secretariat of the Combined Chiefs of Staff in order that preparations may be made for the issue of the agreed directive provided that the final concurrence of the United States Government authorities concerned is forthcoming.

Yours sincerely,

Paul Gore-Booth
