67. Note dated September 5 sent to Massigli incorporated Department’s 2554 [2555] September 2, 8 p.m. Acknowledgment received today from Foreign Affairs Commissariat concludes with final paragraph summarized as follows: “Provisional Government” being established in Paris, Commissariat can only reserve comment on whether issuance of new declaration would not be useful in present circumstance. Idea of following and intensifying propaganda already made of subject responds exactly to suggestion expressed by French authorities. Commissariat would be grateful to have competent services requested to renew and develop as frequently as possible in its German language broadcasts warnings already given regarding atrocities committed against civilians, prisoners and internees.
