The American Representative to the French Provisional Government (Caffery) to the Acting Secretary of State

449. The Russian Ambassador came to see me this morning and suggested the text of the following press statement to be issued tomorrow. I agreed subject to Duff Cooper’s26 agreeing when I see him this afternoon.

Later: Duff Cooper has agreed.

“On November 11, 1944 the Ambassadors Extraordinary and Plenipotentiary of the Union of Soviet Socialist Republics, Great Britain and the United States of America, Messrs. Bogomolov, Duff Cooper and Caffery, made a joint declaration to the Minister of Foreign Affairs of the Provisional Government of the French Republic, M. Georges Bidault, that their Governments had agreed to invite the Provisional Government of the French Republic to participate in the work of the Consultative Commission on European Affairs in London as the fourth permanent member of that Commission. The Ambassadors of the U.S. of America, Great Britain and the Union of Soviet Socialist Republics expressed to M. Bidault their conviction that the cooperation of the representatives of their countries on the Consultative Commission on European Affairs with their French colleague will help to prepare the way for a solid and durable peace in Europe founded upon democracy, order and justice.”
