The Ambassador in the Soviet Union (Harriman) to the Secretary of State

1326. Reference my 1020, March 24, 6 p.m., and 1083, March 28, 1 p.m.96 A memorandum has been received from the Foreign Office in reply to my memorandum of March 21 regarding the creation of the War Refugee Board which states in substance that the policy of the Soviet Government has been, and still is, to give assistance of every kind to the victims of persecution by Hitlerite Germany. In keeping with this principle, the Soviet Government has agreed to the passage of a Turkish vessel and three Bulgarian ships from Rumanian and Bulgarian ports to Turkey for the purpose of evacuating refugees, as the Embassy already knows.
I plan to discuss with the Foreign Office the possibility of further Soviet cooperation in the implementation of our policy at the first favorable opportunity.
