The Ambassador in the United Kingdom (Winant) to the Secretary of State

1439. Reference last sentence Department’s telegram 626, January 25.32 Foreign Office has replied to our letter in the matter as follows:

“His Majesty’s Government welcome the proposal that a representative of the Inter-Governmental Committee should be attached to MERRA and if the latter is merged in UNRRA33 then it would appear that there would be scope for cooperation between the latter and the Inter-Governmental Committee to be extended to that territory in accordance with the general agreement recently reached regarding the relations between UNRRA and the Inter-Governmental Committee. If you agree we can jointly inform Emerson accordingly so that he can proceed with necessary arrangements in Cairo.”

Please inform us when Cairo is instructed.
