The Secretary of State to the Ambassador in the United Kingdom (Winant)
10249. We regret that we have not been able to send a reply to the request made in the last paragraph of your 10609 of December 1 (Comea 132). The Working Security Committee promptly held several meetings on this subject but because of differences of opinion which developed between the military representatives was unable to agree upon a reply. We are still working on this question and it will be discussed in a high level conference tomorrow. We shall advise you of action here at the earliest possible moment.
In the meantime, it is suggested that you agree to the establishment of a subcommittee of EAC to consider this question and cable any developments in that subcommittee.
