9785. For the Under Secretary and Mr. Dunn. Reference Embassy’s 9776, November 9, 8 p.m. British Chiefs of Staff have today officially stated their opinion, reported to Mosely by Strang, that the interim amendment regarding Bremen is acceptable for inclusion in the Protocol on Zones provided the words “he determines” can be changed to “may be agreed”. As this question was presented fully in 9776 the Department’s comments and instructions will be awaited.
