The Secretary of State to the Ambassador in the United Kingdom (Winant)

701. Inasmuch as the paper on French Civil Affairs (your 544, January 20,43 and 632, January 24) was referred by the Moscow Conference to the European Advisory Commission, our view is that the paper is now formally before the Commission by reference from Moscow, and you are authorized to discuss it on the basis of your present instructions. If the Russians have any important objections, they will no doubt be developed in the course of the discussions, and we can consider them upon report from you.

Should there be any fundamental change here, such as envisaged in your 632 of January 24, you will be promptly informed.
