6366. The President has now approved the procedure set forth in last paragraph of Department’s 6318, August 10, 6 p.m., for informing the Chinese of the German surrender terms.
Please inform your British and Soviet colleagues on the EAC of our desire to proceed in this manner, explaining that it will be done on the direct instructions of the President.
