The Acting Secretary of State to the Ambassador in the United Kingdom (Winant)

6318. Please take no action on my telegram of August 918 authorizing you to inform the British and Soviet representatives on E.A.C. of our intention to communicate the surrender terms to the Chinese. We are taking this matter up with the President and shall communicate with you later.

In view of the information set forth in your 6370 of August 9, if the Chinese are informed of the surrender terms it will be done in such manner as to maintain complete security. If the President approves, we contemplate communicating orally to the Chinese only the substance of the terms on the understanding that they will not be transmitted to Chungking by cable or by pouch.
