For your information, the British Embassy has informed the Department that Mr. Strang proposed to bring before the Commission the paper on Civil Affairs in France dated October 6, and desired to [Page 22] suggest at the same time that the Committee adopt a recommendation that the whole question of French Civil Affairs be discussed with the French Committee. The Embassy was informed that we could give no approval to such a recommendation, and it was suggested that the Commission take note of the paper without making any recommendation as to methods of carrying it out.
