6370. For the Acting Secretary. In regard to second paragraph of your 6254 of August 8 I want you to know that the Russians on the European Advisory Commission are not aware that we intend to inform the Chinese in regard to the surrender terms. The conversations within the EAC bind us to absolute secrecy until notice and consent are agreed to by the three parties represented.

In relation to this same problem I want to warn you against the Chinese codes which I believe are unsafe and probably known to the Germans as well as to our two Allies.
