6254. The President has now approved the surrender instrument for Germany and you are therefore authorized to inform the European Advisory Commission that the American Government agrees to the instrument as recommended by the Commission.
For your confidential information, the President has indicated his desire that China be given an opportunity to approve the surrender instrument without, however, making China a party thereto. The Department will therefore make available to representatives of the Chinese Government here for their confidential information the text of the terms and will inform you subsequently of the Chinese reaction.
