The Secretary of State to the Mexican Ambassador (Castillo Nájera)

Excellency: I have the honor to refer further to your note no. 3365 of May 27, 1943, in which you state that a number of Local Boards of the Selective Service System appear to be ignorant of the provisions of the agreement entered into between our Governments on January 22, 1943.

This matter has received consideration by the Director of Selective Service,9 who has now informed the Department that copies of the agreement in question have been transmitted to the State Directors of the States adjoining Mexico, with instructions that copies of the agreement are to be sent to Boards which are known by the State Directors to have a large number of Mexican registrants. The Director of Selective Service has expressed the opinion that this procedure will be sufficient to cure any lack of understanding that may exist among Local Boards.
