213. Reference Department’s No. 164, March 19, 2 p.m. [midnight.] I discussed this question with the Minister of Foreign Affairs77 on March 23. He has today informed me that the Cabinet has considered it and referred it to the Banco Agropecuario for examination and recommendation as to price. The Minister said that the Government had already offered certain local rubber producers a price higher than that proposed by the United States. He will advise me further as soon as the report is received from the bank.
