489. For Walmsley. Department’s instruction no. 169, June 25. The Institute has accepted without change Defense Supplies Corporation letter of June 25 relative to the 10,000,000 gallons of blackstrap. Moreover, at the Embassy’s suggestion both the Prime Minister and Hevia12 have signed the acceptance. The letter will be returned by air mail tomorrow.

All the officials concerned have expressed their sincere appreciation of our Government’s cooperation in this matter. I hope appropriate instructions to release the blackstrap will immediately be issued.
