The Minister in Egypt (Kirk) to the Secretary of State

1308. Department’s 761, July 18, 7 p.m. In view of the special position of the British in Saudi Arabia, the personal prestige of the British Minister and the fact that he has in the past discussed with Saudi Arabian officials the matter of air routes and fields in the country, I have recommended to Moose that he cooperate closely with Bird in the pending negotiations on this matter. Any other course would result in confusion and delay.
Minister of State Casey is sending appropriate instructions in the premises to the British Minister at Jidda.
