The Chargé at Tangier (Childs) to the Secretary of State

585. My 584, November 10, 10 p.m. General Rios Capape, Commander of the military district of Tetuán personally accompanied me in visiting the American internees and introduced me to the officers of his garrison who were looking after the welfare of the men. He and his officers could not have been more cordial in their assurances to accord our men every possible amenity.

I asked General Capape whether it would be agreeable if Colonel Johnson, our Military Attaché, or one of his assistants might visit the men and he immediately replied that any member of the Legation would be given every possible facility to visit these men and to provide for their welfare at any time. Booth is proceeding to Targuist tomorrow to look after the welfare of the American internees there.
