The Chargé at Tangier (Childs) to the Secretary of State

542. Department’s 203, October 29 and my 532, October 28.56 In my conversation with Orgaz I expressed my regret that he would not be able to conclude an economic accord with us through direct negotiations. I observed he had originally proposed the accord in Tetuán in the belief it would expedite matters to have the subject dealt with by those on the spot. I added that I did not know what the intentions of my Government were but suggested that if it was determined to negotiate the accord in Madrid I thought it would be reasonable if the execution of it were left to the High Commissariat in Tetuán and the American Legation in Tangier. Orgaz expressed himself as in full agreement with this view.
Repeated to Madrid.
[Subsequently negotiations were transferred to Madrid to be handled as a part of the over-all Spanish relationships.]
