203. Your 521, October 26. Note has been taken of the Spanish Government’s decision. The approach suggested will be given careful consideration by the Department.
You may inform General Orgaz that his sympathetic interest in our proposal has been warmly appreciated. At the same time you may also inform him that in anticipation of the successful conclusion of the economic accord we had been giving favorable consideration to [Page 486] the matter of export licenses for important quantities of goods for Spanish Morocco, and that in keeping with the General’s expressed interest in maintaining the economy of Spanish Morocco the Department will endeavor to correlate the needs of that area with the larger Spanish supply program.
