19. The Legation has just been informed by New Delhi of the violation of Afghan territory yesterday by an American aircraft. Because of the seriousness with which the Afghan Government might view the incident and because of long delay in receipt of telegrams from Department the Legation without awaiting instructions is expressing regrets on behalf of the American Government to the Minister of Foreign Affairs.23
