The Officer in Chargé at New Delhi (Merrell) to the Secretary of State

420. A plane belonging to the Tenth Air Force United States of America in a violent dust storm unwittingly flew over Afghan territory near Jalalabad yesterday between 9:00 and 11:00 a.m. The plane returned to Indian territory as soon as the mistake was discovered. I reported the incident to the Legation at Kabul last night by telegraph and with the acquiescence of the American military authorities here suggested that Thayer22 in the name of the Government convey at once an appropriate expression of regret for the unavoidable occurrence to the Afghan Government.
