Your despatch 1015, August 31.54 The Board of Economic Warfare has lately taken the position that no export licenses should be issued for supplies for Spanish North Africa pending the conclusion of the proposed economic accord. Your view as expressed in your despatch seems to favor the issuance of export licenses and navicerts on a limited basis until the accord is concluded. The Board of Economic Warfare desires to know what your present views are on the subject before considering a possible relaxation of its present policy.
