792. Your 1149, August 20, and 1159, August 21. As aide-mémoire was presented more than 4 weeks ago, Department fears any attempt [Page 481] to withdraw and amend it would only serve to draw undesirable attention to paragraph in question. Unless Childs has good reason to believe otherwise, we feel he should take no action at this time.

Department does not consider it desirable that you should take the initiative in mentioning Spanish Morocco negotiations to Madrid authorities. If they should query you on the subject, you may say that this Government of course assumed that General Orgaz was keeping Madrid fully informed and that conversations had their entire approval.

(On occasion of each proposal or suggestion made by Childs, Orgaz has said he would refer it to his Government. Following our first, tentative approach he specifically stated he had discussed matter in Madrid.)
