211. Your 269, August 21, 10 a.m. Department’s 187, August 3, 8 p.m., and 188, August 3, 9 p.m. The agreement for acquisition of British current coin in exchange for U. S. current coin is contained in Department’s 187. The statements contained in Department’s 188 simply explained why certain provisions were contained in the proposed agreement. The explanations do not and should not form a part of the agreement. Accordingly the Treasury does not wish to confirm the agreement as stated in your No. 269. You are requested to ask the Liberian Government to confirm the agreement as stated in Department’s 187.
