180. In your forthcoming discussion with President Barclay, you should request that arrangements be made to terminate the code privileges of the German Consul at the same time that the latter receives notice of the Liberian Government’s decision to ask him to leave the country. Several days would doubtless elapse before transportation could be provided for the Consul and his staff, and for obvious reasons we consider it essential that he should not be able to send code messages during that period.
