The Chargé in Liberia (Hibbard) to the Secretary of State

361. My telegram No. 314, September 30, 9 a.m. and Department’s reply No. 254, October 8 [7], 11 p.m. regarding British use of American air fields in Liberia. The following is a paraphrase of a telegram received by the British Legation here from the Foreign Office:

“Air Ministry wishes United States authorities to be informed that Ensign land planes operating service Lagos–Freetown and later Bathurst will land at Roberts Field for refuelling. Service expected to start end October.”

The commanding officer at Roberts Field has also been shown this message which was received by the British patrol officer there.

“BOAC Ensign service (a) once weekly will commence first week November, (b) Route Lagos, Accra, Takoradi, Freetown, (c) Will require 900 gallons 90 octane fuel Takoradi weekly, arrangements have been made for dispatch to Roberts supply 90 octane fuel.”

These telegrams appear to involve a British commercial service which I do not believe is contemplated in our agreement with the Liberian Government and I would appreciate information as to whether the War Department has agreed to it.
