254. Your 314, September 30. War Department states that permission was granted to the British to refuel at Fisherman’s Lake and to station a few men in civilian clothes there but that it was not the intent of the War Department to grant the British anything in the way of a permanent or large-scale installation. War Department is discussing the matter with British air representatives in Washington and you will be advised as to the results.
