The Secretary of State to the Chargé in Liberia (Hibbard)

192. Your 243, July 24, 6 p.m. War Department requested Colonel Wood to submit recommendations regarding contents of your 243, July 24, 6 p.m. In his reply Wood questioned the need of establishing a defense area at Cape Palmas but made no reference to any approach by the British on the subject of sending radio personnel to that district.

Please confer with Wood and report exact nature of British inquiry and reply made thereto. War Department appears to have no present intention of taking over Cape Palmas for defense purposes.
