285. 1. In view of the recent serious leaks in information concerning American military operations which have emanated from Liberia, please inquire of President Barclay whether he would be willing to establish strict censorship on messages sent from the Monrovia Government Radio Station starting immediately. If in doubt as to the type of information which should be stopped the Liberian Censors could request advice from the Legation or Colonel Kirchhoff. You may inform President Barclay that the recent leaks are a cause of considerable concern to us as well as to the War Department.

2. If you should approach Murdoch on an informal and friendly basis, might he not be willing to consult you unofficially concerning any mail or radio dispatches he might desire to send for publication in England? We do not believe he realizes the harm his dispatches have caused to Liberia, nor the concern they have caused us. It is felt that in the common war effort he may be willing to cooperate in this way.
