211. My telegram number 198, June 18, 5 p.m. The agreement was ratified by the House yesterday and the Senate this morning. The President will probably sign it tomorrow. I suggest, if the [Page 383] Department sees no objection, that President Roosevelt send a personal message for me to deliver to President Barclay as it would be very useful both here and at home.
