I should appreciate it if President Barclay would set aside sufficient time in these critical days to discuss with you personally whatever important matters may be pending in the relations between our two countries. I feel that in order successfully to carry out the mutual tasks which lie before us, it is essential to maintain the closest possible contact and to advise and consult on all phases of developments now taking place.
