The Chargé in Liberia ( Wharton ) to the Secretary of State

54. From McBride. Am sending today as number 5510 in five sections text of proposed agreement between Liberia and the United States covering military use of airports and defense areas in Liberia. It follows agreement with Greenland11 with modifications appropriate to Liberian situation. It was worked out in consultation with President Barclay who approves this text.

Under Liberian procedure, agreement must be submitted to Liberian Senate for approval and will therefore probably become public. Barclay informs me Senate will take prompt action.

It will be appreciated if Department will let me have any comment or suggested changes either as to form or content as soon as feasible. I should like to conclude matter before leaving Monrovia if possible.

Will it be expedient to publish this agreement in the United States? Have I necessary authorization to sign for the United States?

After agreement signed I would send confidential letter to Barclay embodying specific items of assistance. Letter would first be submitted to Department. [McBride.]
