79. Department’s 57, March 6 and your 61, March 11. British Government is informed Japanese plan material increase in diplomatic staff at Tehran. Please again approach Iranian Government and urge severance of diplomatic relations with Japan. You may state that American Government attaches great importance to this question and that our attitude toward Iranian requests for economic assistance will undoubtedly be affected by Iranian action in this respect.
