The Minister in Iran (Dreyfus) to the Secretary of State

52. In a note dated February 28 the Afghan Ambassador3 informs me that his Government does not agree to the sending of a Third Secretary and Vice Consul to Kabul before the appointment of an Envoy Extraordinary and Minister Plenipotentiary and that it is also preferable that the Legation be opened by the same Envoy Extraordinary and Minister Plenipotentiary.
