28. Your 265, December 26, 11 a.m. Charles W. Thayer, now at Kuibyshev, has been designated Third Secretary and Vice Consul at Kabul to serve in a dual capacity. The purpose of his assignment is to open the office at Kabul, and he has been instructed to report to you for consultation en route.
Please take appropriate steps to inform the Afghan Government of Thayer’s assignment, stating that a much higher-ranking officer will be sent to Kabul to take charge as soon as his transportation can be arranged.
